Synopsis
This chapter examines how teaching and learning are governed within the emerging landscape of smart institutions, where digital platforms, learning analytics, and artificial intelligence increasingly shape academic practice. It argues that the effectiveness of smart learning environments depends less on technological sophistication than on the robustness of pedagogical governance-the institutional arrangements that regulate curriculum design, assessment, instructional decision-making, and academic accountability. Drawing on established scholarship in higher education governance and digital pedagogy, the chapter conceptualises smart learning systems as socio-technical arrangements that redistribute authority among institutional leaders, faculty, and algorithmic tools. It critically analyses how data-driven decision-making, platform-based coordination, and automated instructional processes are reshaping traditional modes of academic oversight and professional judgment. Particular attention is given to the implications for faculty agency, academic freedom, and the ethical use of learning data. The chapter also highlights global and institutional variations in governance approaches, emphasising that effective models must be context-sensitive rather than universally applied. The chapter concludes by proposing principles for responsible governance that align technological innovation with pedagogical integrity, institutional sustainability, and the core educational mission of higher education.
