The increasing digitization of higher education has intensified interest in blockchain technologies as infrastructures for academic credentials and lifelong learning records. This chapter examines the technical architectures, data models, and interoperability standards underpinning blockchain-based credentialing systems, while critically analyzing their policy and governance implications for emerging smart institutions. It situates blockchain credentialing within broader transformations in institutional trust, data sovereignty, and cross-border recognition of learning. Drawing on recent developments in distributed ledger technologies, self-sovereign identity, and verifiable credentials, the chapter evaluates how blockchain systems can enhance transparency, security, and portability of academic records. At the same time, it highlights key policy challenges, including regulatory compliance, privacy protection, standardization, institutional accountability, and unequal technological capacity across higher education systems. The chapter argues that blockchain-based credentialing should not be understood as a purely technical innovation, but as a socio-technical governance mechanism that reshapes relationships among learners, institutions, employers, and regulators. It concludes by proposing a policy-informed framework for responsible implementation that balances technological efficiency with public interest, institutional autonomy, and equity. By integrating technical analysis with governance considerations, the chapter contributes to interdisciplinary debates on the future of credentialing in smart and post-traditional higher education systems.
