Verena Tandrayen-Ragoobur, University of Mauritius

Verena Tandrayen-Ragoobur is an Associate Professor in Economics at the University of Mauritius. Her research areas focus on development economics, social protection, labour market, trade, climate change, gender, and poverty.   She is currently heading the Pole of Applied Socio-Economic Research and Analysis and is also the co-chair of the WTO Chairs Programme at the University of Mauritius.  

Boopen Seetanah
Boopen Seetanah, University of Mauritius

Boopen Seetanah is a Professor at the University of Mauritius (UoM) with research interests in tourism and transport, international trade and finance and development economics. He is currently the Co-Chair of the WTO Chair (UoM) and the Director of Research at the International Centre for Sustainable Tourism and Hospitality (ICSTH) at the UoM. He is also the Dean of the Faculty of Law and Management. Boopen is an editorial board member and a reviewer for numerous high-rated journals. He has been consulting with the government and also numerous international organizations including the UNEP, UNDP, UNCTAD, World Bank,UNECA, ADB, ILO and RMCE amongst others.

Synopsis

This paper investigates the role of the knowledge economy in the socioeconomic development of a small island economy. Mauritius is used as a case study because it is a resource-scarce economy; it depends entirely on its human capital to move up the development ladder and achieve high-income status. The paper innovates and contributes to the literature by adopting a broader perspective in measuring the knowledge economy by the digitalization index and assessing its overall impact on the socioeconomic development of the country (measured by the Human Development Index). Using data from 1988 to 2019, a dynamic framework that is the vector error correction model is applied. The results confirm that digitizing the Mauritian economy has indeed contributed toward higher socioeconomic development.
