Synopsis
This chapter examines how digital inclusion is shaped by cultural perceptions, educational technology, access, and equity. Using South Korea and Australia’s Northern Territory as illustrative cases, it argues that digital education cannot be effective when treated as culturally neutral. The chapter highlights the risks of standardized global digital models while showing how culturally responsive design, community ownership, indigenous knowledge, and local participation can strengthen learning outcomes. It calls for digital education strategies that preserve cultural diversity while expanding meaningful access.
