José G. Vargas-Hernández is a Research Professor at the Faxculty of Business, Universidad LaSalle BJX, Broward International University and Tecnològico Nacional de Mèxico. He has been Research Professor at Financial Literacy Research Center, Cristóbal Colón University; at the National Institute of Technology of Mexico, ITS Fresnillo; and at the Superior Institute of Technology of Jalisco, Zapopan Unit. He is a member of the National System of Researchers of Mexico. He teaches in several doctoral programs at Mexican and foreign universities. He has been a visiting professor at Carleton University, Canada; the University of California, Berkeley, USA; Laurentian University, Canada; and the Technical University of Kaiseslautern, Germany and Budapest Center for Long-term Sustainability. He holds a PhD in Economics from Keele University, United Kingdom, revalidated with a PhD in Economic Studies from the University of Guadalajara, a PhD in Public Administration from Columbia University, and a Master of Business Administration from Pacific State University, USA. He has published extensively on organizational economics and strategic management, obtaining 17 international awards and recognitions. He is an independent external consultant.

Synopsis

This chapter analyzes smart institutions and their role in global collaboration. It argues that digital technologies, data analytics, artificial intelligence, blockchain, and connected platforms are transforming traditional bureaucratic institutions into more adaptive, transparent, and collaborative systems. Using literature review and case analysis, the chapter examines how smart institutions improve information exchange, administrative efficiency, and international cooperation while also facing challenges related to digital inequality, governance complexity, privacy, accountability, and implementation capacity. It emphasizes careful planning and ethical governance.
