Dr. Offia Tugwell Owo is a registered electrical engineer, lecturer and researcher in the Department of Technical Education, Ignatius Ajuru University of Education, Port Harcourt, Nigeria. He obtained his Ph.D. in Electrical/Electronic Technology Education with Distinction from the prestigious Rivers State University, Port Harcourt. With over 40 publications as journal articles, book chapters and conference proceedings, Dr. Owo contributed in no small measures to the development of education and technological advancement. He’s a certified educator, STEM education expert, and technology education researcher whose works cover digital education, educational assessment, teaching strategies, employability skills development, and higher education policies and administration.

Lazarus Inimafuru Tom is an Assistant Lecturer in the Department of Technical Education at Ignatius Ajuru University of Education, Port Harcourt, Nigeria. His research interests include digital learning competencies, artificial intelligence integration in education, educational technology, technical and vocational education and training (TVET), and innovative teaching and learning strategies. He is passionate about integrating emerging technologies into educational practice to enhance teaching effectiveness, learner engagement, and skill acquisition. His scholarly work focuses on promoting digital transformation in education and preparing learners for the demands of the present-day world of work. He is committed to research, teaching and academic excellence.

Synopsis

This chapter examines transnational higher education and borderless accreditation in a globalized academic landscape. It discusses branch campuses, joint degrees, franchising, online education, and other cross-border delivery models that challenge traditional quality assurance systems. The chapter identifies key issues, including regulatory fragmentation, cultural contextualization, quality equivalence, stakeholder protection, digital credentials, and resource constraints. It argues that effective borderless accreditation requires international collaboration, technology-enhanced verification, culturally responsive standards, and flexible frameworks that balance comparability with contextual relevance.
